Major Duties
- Reviews solicitations, Request for Proposals (RFPs), Invitations for Bids (IFBs), and contracts to verify products and sources of supply, shipment modes, shipment/receipt constraints, quantities, product specifications, analysis requirements.
- Participates in Pre-Award surveys and Post-Award conferences with prospective contractors in order to more adequately discuss and resolve, prior to final award.
- Identifies potential areas of concern for the contractor, procurement agency or receiver and provides technical assistance and guidance in the resolution of problems.
- Validates work with regard to the various sub-contractors required by the prime contractor deemed necessary in order to perform work in accordance with the contract, MOU, MOA or Statement of Work.
- Monitors contractor compliance with contract provisions as well as providing oversight for all property and facilities in the custody of the contractor.
- Conducts/evaluates safety and environmental program evaluation of contractor operations and functions to include that of sub-contractors.
- Inspects, for acceptance by the government, work methods, consumed materials, procedures and workmanship prior to validation of invoices submitted for final payment.
Qualification Summary
To qualify for a Contracting Officer Representative, your resume and supporting documentation must support: Specialized Experience: One year of foundational experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Serves as a Contracting Officer's Representative (COR) for DLA Energy- Europe and Africa (DLA Energy-EA) for the Army owned, Government-Owned, Contractor-Operated (GOCO) fuel facilities in Germany and Italy. Monitor the fuels contractor's day-to-day compliance with the Performance Work Statement and other contract provisions as a representative of the DLA Energy Contracting Officer (CO). Ensures that the contractors meet all technical requirements of the contracts for the proper storage and distribution of Defense Working Capital Fund (DWCF) - owned petroleum products under their control. Analyzes, reviews, and updates amendments to various manuals required by local/state/federal agencies for response plans and must have knowledge of new rules and regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS COR's duties and responsibilities routinely require walking, standing, and stooping to observe and study work operations. COR travels regularly within Germany and Italy, and will be required to drive long distances to check on customer support. The work requires above average resistance to fatigue. WORK ENVIROMENT The work is performed equally in an office setting and outside observing petroleum operations. Employee is required to wear protective clothing, when necessary. Hardhat and safety shoes may be required under some circumstances. Safety requires constant employee alertness to moving equipment and supplies. GERMANY INFOMATION: Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction 1315.19. If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for early intervention services (EIS) will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. EXPEDITIONARY CIVILIAN (EC) POSITION: This is an Expeditionary Civilian (EC) position, and the incumbent will be designated as EE. In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Military Reservists selected for an EC position must arrange for removal from the reserve component prior to appointment to an EC position. This requirement must be met prior to placement in an EC position. Positions identified as EE are subject to deployment to combat support situations. Deployment will be via Temporary Duty (TDY) orders. Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location. Additional allocations are based on the Department of State's determination of a combat zone.
