Major Duties

  • Serves as Management and Program Analyst for DLA Disposition Services.
  • Performs full studies and analysis to support Business Case Analysis (BCA) or Strategic Planning teams or to determine compliance with management practices and effective utilization of staff.
  • Analyzes statistical data from various information systems and compiles raw data sets into manageable and coherent data for senior and tactical level staff.
  • Validates systems data processes to ensure operational functionality on reporting platforms for senior and tactical level staff.
  • Identifies trends and anomalies of agency data application platforms to accurately report and forecast patterns within applicable information management systems.
  • Provides oral and written reports, communications, and presentations to supervisory and senior and tactical level staff.
  • Develops program related objectives, strategies, milestones, rules and procedures.
  • Compiles, coordinates, reviews, analyzes, maintains and disseminates management information data and statistics; identifies resources (human, capital, and natural) to support operations.
  • Analyzes new or proposed legislation or regulations to determine impact on program operations and management.
  • Researches and investigates new or improved business and management practices for application to agency programs or operations, or for senior staff.
  • Performs a variety of data metric tasks that may lead to changes in processes to anticipate shifting workload assignments. This may include, but will not be limited to;
  • the use of data analytics or data extraction tools to facilitate workload decisions.

Qualification Summary

A.Specialized Experience: One year of specialized experience that equipped you with the particular competencies tosuccessfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at theGS-11 level, applicants must possess one year of specialized experience equivalent to the GS-9 level or equivalent underother pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements includingtime-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, andany other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experienceincludes: Compiles, coordinates, reviews, analyzes, maintains, and disseminates data analytics and statistics. Uses computers, software applications, databases, and automated systems to accomplish work. Knowledge of the principles, methods, and tools for automating, developing, implementing, or administering database systems. Knowledge of the uses of database management systems and software to control the organization, storage, retrieval, security, and integrity of data. Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (i.e., comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems. To qualify based on education in lieu of specialized experience, you must possess: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-11 and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
